Federal and state health care reform implementation,together with state and federal budget pressures and other environmental and market forces, are converging to transform health care financing and delivery.

In addition to government and market-driven changes in how health care will be organized, delivered and paid for, important environmental factors include the aging of the population and health care workforce, and other economic and socio-demographic changes in the general population, as well as intensified pressure on hospitals and health care from public and private payers regarding cost, quality, patient safety, transparency and continuity of care.
