HHS Releases Final Rule on Insurance Exchanges

The Department of Health and Human Services (HHS) has released its final rule outlining standards for Health Insurance Exchanges. 

Several of the provisions were issued as interim final rules and there will be a 45 day comment period following publication in the Federal Register.

Under the rules each exchange will set up a process for certifying health plans, operate a website comparing costs and benefits, help consumers enroll and determine who is eligible for federal subsidies.  The proposed rule provided significant flexibility to states to operationalize the functions and all indications are that this flexibility will remain in the final rules.

CHA is reviewing the final rule and will provide more information to members at a later date.  The rule will be published in the Federal Register on March 27. The final rule is attached below.
