CMS Releases ‘Meaningful Use’ Stage 2 Proposed Rule
Requirements delayed in response to stakeholder concerns

The Centers for Medicare & Medicaid Services (CMS) has proposed a rule implementing the second stage of the Electronic Health Record (EHR) Incentive Program under the HITECH Act.

The proposed rule delays stage 2 meaningful use requirements until 2014, a year later than originally planned.  In the proposed rule, CMS stated this delay was in response to concern from stakeholders.  In a letter sent last year, CHA urged CMS to delay these requirements.

In addition, the Office of the National Coordinator for Health Information Technology (ONC) released a second proposed rule that describes the technical standards an electronic health record system must meet to be certified.

 The proposed rules are expected to be published in the Federal Register on March 7 and comments will be due 60 days after publication.
