Overview

California has an estimated 7.1 million uninsured residents under age 65, the largest number of uninsured individuals of any state in the nation, representing over 21 percent of California’s population. Most of California’s uninsured residents (94 percent) will qualify for public or private health coverage under the Affordable Care Act (ACA).  On January 1, 2014:

  • 2.6 million Californians will qualify for subsidies through Covered California, California’s Health Benefit Exchange;
  • 2.7 million Californians will not qualify for subsidies through Covered California but will benefit from guaranteed health coverage through Covered California or in the individual market; and
  • 1.4 million Californians will be newly eligible for Medi-Cal.

To support California hospitals in their efforts to help individuals obtain health coverage this fall, CHA, in conjunction with the hospital advisory firm Kaufman Hall, interviewed several hospitals throughout the state to identify successful hospital-based outreach and enrollment strategies. These strategies — along with steps hospitals can take to participate in Covered California’s Enrollment Assistant Program and utilize the new California Healthcare Eligibility, Enrollment and Retention System (CalHEERS), the portal for screening and enrolling Californians in health coverage programs — have been compiled into a guidebook and will be presented in this webinar.
