William J. Emmerson, DDS
Senior Vice President, State Relations & Advocacy

William J. Emmerson brings to CHA broad public policy experience spanning more than 40 years, dating from the early 1970s when he was as a legislative assistant in the California State Assembly to serving as a state senator from 2010-13.

Elected to the California State Assembly in 2004, he served on a variety of committees, including business and professions, health, appropriations and the Assembly Budget Subcommittee on Health and Human Services, as well as on committees addressing transportation, water and local government issues. He was selected by the Speaker of the Assembly to co-chair the Committee on Assembly Legislative Ethics.

Following his election to the California State Senate in a 2010 special election,
he continued working on health policy as vice-chair of the budget, business and professions, and human services committees, and the Budget Subcommittee on Health and Human Services. In addition, he sat on the Energy, Utilities and Communications Committee and the Appropriations Committee, as well as policy committees focused on agricultural and educational issues. Appointed by the Senate President Pro Tempore, he served on the Rules Committee and the Little Hoover Commission, the independent state oversight agency, and chaired the Select Committee on California European Trade. 

He resigned from the state Senate Dec. 1, 2013, and assumed a position with CHA in January 2014. 

He has spent the majority of his professional career in the oral health field as a practicing orthodontist.  He attained a D.D.S. degree from Loma Linda University, followed by a M.S. in orthodontics.
