A founding partner of national health law firm Hooper, Lundy & Bookman, PC, Lloyd Bookman has represented hospitals in a wide variety of reimbursement, regulatory and transactional matters since 1979. Mr. Bookman frequently represents hospitals in compliance matters, providing advice to clients concerning billing and cost report issues, false claims, and anti‐kickback and self‐referral matters, handling self‐disclosures to the OIG and other governmental entities, developing compliance plans, and serving as counsel in civil and administrative litigation and investigations, and as special counsel in criminal matters.

Mr. Bookman is also a nationally-recognized expert on Medicare and Medicaid reimbursement, and has served as lead counsel in some of the nation’s most significant Medicare and Medicaid cases. Most recently, he drafted a substantial portion of new, highly-complex legislation concerning Medi‐Cal reimbursement for hospital services.

Mr. Bookman is a frequent speaker and serves as lead faculty for CHA’s seminars on compliance and reimbursement.
