Fran Waller, MS
Director, Community Engagement, Outreach, and Volunteer Development, Palomar Health, Escondido

Fran Waller is the Director of Community Engagement, Outreach and Volunteer Development for Palomar Health, the largest public Healthcare District in California, covering 850 square miles of community health services.

With over 25 years’ experience in Volunteer Development, Community Outreach, Donor Development, and Strategic Planning, Fran truly believes she was chosen for this work…  Fran has the passion and ability to bridge opportunities that cultivate, strengthen and sustain volunteer relationships while serving our community needs. 

Fran provides leadership and oversight to 3 Departments for Palomar Health.  They include Volunteer Development, Community Action Councils, and Spiritual Care for the new Palomar Medical Center, Pomerado Hospital and Palomar Health, Downtown Campus.

Patient first priorities and networking strategies are personally important to the work Fran strives to accomplish. Fran serves as a community member on Palomar Health’s Patient Family Advisory Council and the Legislative Chair for San Diego Association of Directors for Volunteer Services. 

Fran Waller has had the distant privilege to have served the YMCA of San Diego County as the Director of Financial Development & Marketing and the Salvation Army as the Director of Community and Volunteer Development.

Fran holds a Bachelor’s of Science in Human Service Administration and a Master’s in Organizational Management and Leadership.
