Vice President, Clinical Performance & Transformation

Debby Rogers provides leadership in developing policy on clinical performance issues related to quality and quality measurement, case management, licensing and certification, and  electronic health records. She also offers clinical and regulatory expertise in the transformation of health care delivery.

Before joining CHA, she served as deputy director for the Center for Health Care Quality (CHCQ) at the California Department of Public Health where she oversaw CHCQ’s operations, as well as its licensing and certification, and health care associated infections programs.

Debby has also served as CHA vice president for quality and emergency services, focusing on quality improvement, patient safety and the CHART process. She has more than two decades of legislative experience as a consultant on health and human services issues for the Legislature, and as the former associate secretary for legislative affairs at the California Health and Human Services Agency.

Debby has many years of experience as a registered nurse, base hospital coordinator, emergency clinical nurse specialist and nurse manager, and was inducted as a fellow into the Academy of Emergency Nursing. She received her bachelor’s degree in nursing from San Jose State University and her master’s degree in emergency-trauma nursing from the University of California, San Francisco, where she is pursuing a doctorate degree in health policy.
