Where does the surcharge for Healthy SF go?

I’ve been trying to figure out the ins and outs of the San Francisco health care regulations since I read the story in The Chronicle last week about how businesses, including restaurants that often add a Healthy San Francisco surcharge to the bill, end up pocketing 80 percent of the money that was to be set aside to benefit employees. At first, that seems pretty damning about the greed factor and made me skeptical about the 3 and 4 percent charges automatically added to the bill.
