How much does underwriting affect premiums? The Affordable Care Act requires providers to “guarantee issue” health care regardless of pre-existing conditons. Advocates argue that it is good Obamacare does not allow providers to “discriminate” against those with pre-existing conditions. Certainly that is a plus for people with chronic illnesses — it frees them from the high cost of treatment and the fear of being wiped out financially.

Problem: Advocates don’t talk about the cost to ending underwriting. They act as if this is a free change. They don’t talk about how much underwriting has contributed to making health care more affordable for consumers.
