Settlements over dropped insurance languish

A state committee is questioning why so few California consumers are taking advantage of settlements reached between state regulators and health insurers over the controversial industry practice of dropping coverage of members after they got sick. The state Department of Managed Health Care and the Department of Insurance fined five major health insurers and reached settlement agreements in 2008 and 2009 that required carriers to restore policies and allow consumers to recoup any medical expenses they incurred.
