Massive growth of Medi-Cal is turning health care upside down

Much of the debate over Obamacare focused on private health coverage for uninsured families. But a far bigger effect in California has been the dramatic expansion of Medi-Cal, the state’s health plan for the poor. With help from the Affordable Care Act and federal stimulus funding, more than 5 million Californians have joined the program over the last three years. That’s more than triple the number enrolled in private plans through Covered California, the state health benefit exchange.
