When Shari Carter, an Orange hairdresser, turned 60 over the summer, her health insurance hit a milestone too. Her monthly Health Net HMO premium went from $647 to $1,059. She couldn’t afford the 64 percent increase, so she dropped her coverage. No other health plans would take Carter because of pre-existing high blood pressure, so she turned to the state’s Major Risk Medical Insurance Program, which offers limited benefits to those who can’t get coverage elsewhere.
