How lawmakers want to solve state’s tough health-care financing problem

A battle over taxes is shaping up in the special session on financing for Medi-Cal and other programs. The state has two problems: replacing a funding mechanism that federal officials say is improper and finding a way to increase reimbursement rates for health providers.
