Department of Managed Health Care’s director has history as advocate

Shelley Rouillard will be sworn in as new director of the California Department of Managed Health Care on Dec. 2. Deputy director at the agency for the last two years, she replaces Brent Barnhart, who is retiring. Rouillard was appointed to the position by Gov. Jerry Brown in October. The move puts a long-time consumer advocate with experience working inside and outside government at the helm of the agency that regulates HMOs in California.
