The updated and upgraded Web portal fell far short of federal expectations Monday, prompting technicians to shunt would-be health insurance shoppers into a queue to alleviate overloading even though the number of users on the site had reached only 70% of the government’s own target capacity, a CMS official said.

The site, launched Oct. 1 with the aim of becoming the go-to online tool that millions of Americans would use to shop for and enroll in healthcare coverage under the Patient Protection and Affordable Care Act, received 375,000 visitors between midnight and noon, roughly double the load for an average Monday, said CMS spokeswoman Julie Bataille.
