Commissioner, UnitedHealthcare spar over rate hike

California’s insurance commissioner on Wednesday scolded UnitedHealthcare for an “excessive and unreasonable” rate hike on small-business employees and dependents. The increase, which commissioner Dave Jones says is an average of 4.9 percent — or 7.7 percent, if benefit reductions are included — took effect Wednesday. It affects about 12,000 employees and dependents now and ultimately more than 45,000 when policies renew later this year, he said.
