Calls for mandate delay create unrest among insurers, some Democrats

As troubles persist with the federal website, calls for a delay in the healthcare reform law’s individual mandate and associated tax penalty are widening. And insurers are getting nervous about the effect of any further delay on the makeup of the risk pool and their own finances.

On Monday, Sen. Marco Rubio (R-Fla.) and Rep. Trey Radel (R-Fla.) introduced legislation that would delay implementation of the tax penalty for individuals lacking insurance coverage until six months after the Government Accountability Office certifies that the exchange website is functioning effectively.
