California Outlines Health Premiums

California’s new health-insurance exchange, the largest state-operated marketplace emerging under the federal health-care overhaul, will offer consumers premiums that vary widely but often avoid the steepest increases experts had predicted.

Initial information about rates was released Thursday by Covered California, the agency created to set up the online marketplace—an effort being closely watched as state and federal officials strain to establish exchanges mandated to launch this fall.

Covered California has estimated 2.3 million people will enroll through its version by 2017.
