California Hospitals Evaluating Insurance Rate Regulation Ballot Initiative

A proposed ballot initiative that would regulate the premiums that health plans can charge consumers was filed today by a consumer advocacy group.  The California Hospital Association (CHA), on behalf of California’s community hospitals, is evaluating this proposal.  CHA will take a formal position on the measure after a thorough analysis has been conducted.

A first reading of the ballot language raises issues of potential concern, including the impact on privately insured persons, access to care, quality of care and health care providers. Additionally, reorganizing of state government is included in this measure, and the impact of such restructuring must be evaluated.
