Rate regulation bill stalls in Senate

Backers of a bill to give the state the power to approve or reject health insurance premium increases shelved the measure for the year Wednesday, saying they lacked the votes in the Senate to send it to Gov. Jerry Brown. The bill, AB 52, was strongly opposed by health plans and insurers, who built a broad coalition of interests around the state to block the measure from becoming law. Opponents included business and government groups and the California Medical Association.
