Vice President Finance Policy
Sacramento, CA

CHA is seeking a full time Vice President Finance Policy to provide leadership on state administrative and regulatory issues related to health care finance. This includes monitoring, analyzing, and recommending policy; advocating on financial issues affecting California hospitals and health systems through both the legislative and administrative processes; alerting members of the need for political action for support in legislative grassroots efforts; and leading and managing all data collection, analysis, and research activities related to hospital finances. The successful candidate will have expert knowledge of current hospital financing issues and modeling techniques.

This position requires a Bachelor’s degree in Finance, Accounting, Business, Public Health, or related field. Other requirements include:

  • Minimum of seven years of hands-on experience in hospital financial management
  • Thorough working knowledge of the legislative and regulatory process and health care financial issues
  • Experience in state legislative process, state government relations activities, and report preparation
  • Ability to identify, lead, and manage financial/analytical research activities
  • In-depth knowledge of hospital payment programs
  • Ability to organize, plan, and be effective at managing multiple priorities under pressure in a fast-paced and constantly changing environment
  • Ability to work independently, using initiative and excellent judgment
  • Excellent communication, public speaking, and interpersonal skills
  • Strong computer skills, including advanced skill level with MS Office applications and database programs
  • Ability to work effectively with a wide variety of individuals and organizations
  • Ability and willingness to collaborate and be a team member in the CHA-Regional Associations model
  • Ability and willingness to work irregular hours, including some weekends and overnight travel
