Tips on how to find federal legislation and background materials from Congress

THOMAS, a website maintained by the Library of Congress, provides federal legislative information. The site includes text, summaries and status updates of all federal legislation.

Tips for Navigating THOMAS

Search for a specific current bill:

  • By bill number: Select “bill number” under the search box on the home page, and enter the number (e.g. H.R. 3200).
  • By key word: Select “word/phrase” under search box on the home page. Search only for words that are in the long or short title of the bill to pull up related bills  (e.g. “affordable health choices”).
  • By bill sponsor: choose a representative or senator from the drop down bar under “browse by bill sponsor” on the home page. Only bills sponsored by that member of Congress for a given congressional cycle will appear (e.g. Waxman, Henry A. [D-CA-30]). To include co-sponsored bills, go to the “advanced search” and click “sponsor/co-sponsor.”

To search for a bill in past congressional cycles, go to “Find More Legislation” and “search multiple congresses.”

Once a bill is selected, THOMAS provides the text of the bill, a summary, all sponsors and cosponsors, committee assignment, latest congressional activity, CBO scoring, if available, and related bills.

U.S. House

Three committees in the House have jurisdiction over health care reform: Ways and Means, Energy and Commerce, and Education and Labor.  Each committee maintains its own site that provides information on legislation, schedules and amendments to bills.

Two committees in the Senate have jurisdiction over health care reform: Health, Education, Labor and Pensions (HELP), and Finance.
