CHBE Discusses Technology Design Goals and Health Plan Management

The California Health Benefit Exchange (CHBE) Board met Jan. 17 in Sacramento to discuss the California Healthcare Eligibility, Enrollment and Retention System (CalHEERS), jointly sponsored by CHBE, the Department of Health Care Services and Managed Risk Medical Insurance Board, with assistance from the Office of Systems Integration. CalHEERS’ goals are to provide consistent consumer experiences at all health care entry points in a culturally and linguistically appropriate manner, while allowing for a seamless and timely transition between health programs, and minimizing the burden of establishing and maintaining eligibility. CHBE has released a solicitation proposal for a contractor to design, develop and deploy functionality to meet the requirements of the Affordable Care Act relating to CalHEERS for the exchange, Medi-Cal and Healthy Families. At the meeting, CHBE also reviewed a solicitation proposal for a contractor to recommend strategies for using programs in the exchange to improve broader health delivery systems in California, and to develop standards and processes for certifying and selecting Qualified Health Plans.
