Tools to help hospitals comply with California's fair pricing law.

CHA has developed new tools to help member hospitals comply with California’s fair pricing law for low-income, uninsured individuals. At the bottom of this page are samples of signage in various languages to illustrate how some hospitals are complying with the notice requirements.

In addition, the CHA Publications Department has developed the California Hospital Compliance Manual, which provides guidance on how to implement hospital fair pricing policies and how to comply with other California laws. This publication compliments the California Hospital Financial Assistance Policies Manual, both are available at

AB 774, now chaptered as California Health & Safety Code Sections 127400 through 127446, was signed into law in September 2006 by Gov. Arnold Schwarzenegger, and became effective January 1, 2007. The intended purpose of AB 774 was to address “fair pricing policies” specifically as they relate to the prices paid by uninsured and underinsured patients for hospital services. For your reference, we have included key compliance tips regarding posted notices below.

Posted Notices – Key Compliance Tips

  • Hospitals must provide patients with a written notice containing information about availability of the hospital’s charity care and discount payment policies.
  • Notices must be clearly and conspicuously posted in locations that are visible to the public. Required locations include (but are not limited to): emergency department, billing office, admissions office, and other outpatient settings.
  • Notices must be provided in English and any other language common to persons in the service area that represents five percent (5%) or more of the service population.
