Christine Baker is director of the Department of Industrial Relations. She has extensive experience with California workers’ compensation having worked with Labor and Management on the Governor’s reform of the California system. She previously served as chief of the Division of Labor Statistics and Research, deputy director for the Division of Workers’ Compensation, and as executive officer of the California Commission on Health and Safety and Workers’ Compensation. Ms. Baker holds a master’s degree from the University of California, Berkeley School of Education.

Gail Blanchard-Saiger is vice president of labor and employment for the California Hospital Association. Ms. Blanchard-Saiger provides leadership for state legislative and regulatory issues related to hospital human resources and labor relations.

Angeli Mancuso, RN, COHN-S/CM is manager of employee health and safety at Cottage Health. Serving in this field since 2009, she focuses on numerous employee issues, including workers’ compensation case management, regulatory compliance, leaves of absence and employee safety. Ms. Mancuso is pursuing a master’s degree in public health with a focus in occupational health nursing.

Helen Neppes is director of work life services for Scripps Health where she has served in the human resources department for 15 years. In this role, she supports employees in crisis and in celebration for the organization. Ms. Neppes has more than 25 years of experience, including operations and strategic development. She earned her Master of Arts Degree in labor and employee relations from the University of Cincinnati. 

Dan Nicholson is director of workers’ compensation claims at Sutter Health. Since 2006, he has overseen Sutter Health’s Self-Insured Program and Self-Administered operations, which administer roughly 2,100 new claims annually. Over the past ten years, Mr. Nicholson and his staff have implemented successful programs that focus on customer service and compassion for injured co-workers, expedited medical treatment,  return-to-work, reduced litigation and others. Prior to joining Sutter Health, he spent the majority of his career consulting and overseeing the workers’ compensation consulting branch of a California-based risk management services firm

Daniel Perrot, CIH, CSP, is director of employee health and safety at Sutter Health. With more than 20 years of experience in resolving safety and health issues in health care, he is certified as a Six Sigma Black Belt and uses both lean and six sigma methodology as key process improvement tools. Mr. Perrot also serves as co-chair of the Sutter System PUP-Safe Patient Mobilization team and project manager for a $25M project focused on retrofitting ICUs and other high-risk units with overhead patient lifts. He earned his Master of Business Administration degree from Santa Clara University.

Tarane Sondoozi, PsyD, CEAP, is an employee assistance professional and adjunct faculty for the Center for Learning and Innovation at Scripps Health. She has more than 30 years of experience in clinical and organization settings as an executive coach, organizational development consultant and educator. Dr. Sondoozi holds a doctorate degree in clinical psychology and a master’s degree in education with a focus in counseling psychology.

Hsu Tan is director of informatics and risk financing for Sutter Health’s Total Health & Productivity Management department. With more than 20 years of research, data analytics and modeling experience, her leadership and oversight includes risk financing for the workers’ compensation program, integrating claims data and data analysis across all HR benefit areas, supporting system-wide HR initiatives by providing cost benefit analysis with ongoing measurement of performance metrics, ensuring compliance with state and federal mandated reporting requirements for the workers’ compensation program, and oversight of the information systems for the department. Hsu holds a Masters of Business Administration from the University of California, Davis.

Sandra Williams is the safety officer and emergency manager for Alameda Health System. An active participant in CHA’s Workplace Violence Prevention focus group, she has made major contributions to ensuring health care facilities are positioned to enforce the new regulations and effectively operationalize plans to sustain safe working environments. Ms. Williams has also developed training curricula and facilitated workshops, seminars and conferences on safety and emergency management issues.

Members are CHA member hospitals, CHA associate members and government agencies. Education programs and publications are a membership benefit and are not available to eligible nonmember hospitals.

Cancellation Policy/Late Payment

A $50 non-refundable processing fee will be retained for each cancellation. Cancellations must be made in writing seven or more days prior to the scheduled session and  emailed to No refunds will be made after these dates. Substitutions are encouraged. Please note: payment is due one day prior to the program. Payments not received by the seminar date may be subject to a 10% late fee. In the unlikely event the program is cancelled, CHA will fully refund paid participants within 30 days.

Continuing Education

Full attendance at the educational session is a prerequisite for receiving professional continuing education credit. Attendees must sign in at the seminar and, when required, include their professional license number. Certificates of attendance will be emailed.

Compliance — This program has been approved for 7.2 Compliance Certification Board (CCB) Continuing Education Units. Granting of prior approval in no way constitutes endorsement by CCB of the program content or the program sponsor. (Note: CE recipients are solely responsible for retaining a copy for their records and for reporting credits to CCB)

Health Care Executives — CHA is authorized to award 6 hours of pre-approved ACHE Qualified Education credit for this program toward advancement, or recertification, in the American College of Healthcare Executives. Participants in this program who wish to have the continuing education hours applied toward ACHE Qualified Education credit must self-report their participation. To self-report, participants must log into their MyACHE account and select ACHE Qualified Education Credit.

Nursing — Provider approved by the California Board of Registered Nursing, Provider CEP 11924, for 7.2 Contact Hours.

Risk Management — This program has been approved for a total of 6.0 contact hours of continuing education credit toward fulfillment of the requirements of ASHRM designations of Fellow (FASHRM) and Distinguished Fellow (DFASHRM) and towards Certified Professional in Healthcare Risk Mangement (CPHRM) renewal.
