The annual Behavioral Health Care Symposium and Emergency Services Forum will provide you with three days of need-to-know content that will inspire and motivate you to create change in your facility.

Dec 4–5, 12th Annual Behavioral Health Care Symposium:

Day one focuses on behavioral health care policy and pressing issues.
Day two is a blended format for both behavioral health care providers and ED professionals.

Dec 6, Emergency Services Forum:

Day three is focused solely on emergency medical care services issues and innovative practices to create future-focused ED care systems.

Emergency Department Information Exchanges and High ED Utilizers

Many EDs are now implementing emergency department information exchanges to view patient utilization history and improve care for high ED users and other vulnerable patient populations. Learn how UCSF is using information from the exchange and other sources to assist in improving the continuum of care for patients.

Whole Person Care

The Whole Person Care pilots are part of the Medi-Cal 2020 waiver designated to improve care for Medi-Cal beneficiaries. Currently, there are 18 pilot programs throughout the state. Learn how one county created their whole-person care structure, and developed their vision for a health information exchange between hospitals, and county and community services.

San Francisco Pilot Program – Behavioral Health Focus

At any given moment at least one ED in San Francisco is unable to accept patients.  Hear how the Behavioral Health Taskforce in San Francisco addressed the issue, set expectations and recommendations and established timelines for change.

San Diego Pilot Program – Care Coordination Focus
Roneet Lev, MD, Director of Operations, Scripps Mercy Emergency Department, San Diego, and Dimitrios Alexiou, President & CEO, Hospital Association of San Diego & Imperial Counties

San Diego EDs were experiencing high wait times and overcrowding. A group was formed to analyze ED utilization data and provide recommendations to help address the patients that were frequent utilizers. This session will describe what the data revealed and why the San Diego pilot chose to focus on care coordination and real-time access of frequent utilizers.

Emergency Care as an Essential Element of an Integrated Heath Care Model​​

Leadership from CalACEP will discuss the challenges of ED overcrowding and their plans to address the issue locally and statewide. Learn about their thoughts on ED performance metrics development including quality, patient safety and access to care.

Improving Emergency Department Transitions of Care – Can It Help with ED Overcrowding?

We don’t always know what happens to patients after they leave the ED. NQF has released preliminary recommendations related to transitions of care and impacts on EDs. This session will educate you on the benefits of improving transitions of care for patients and explain how poor transitions may contribute to ED overcrowding.

Managing ED Observation with Clinical Decision Areas

Evaluating patients on observation can be a time-intensive process that affects ED crowding and hospital throughput. Learn how one hospital has addressed the issue by creating a clinical decision area within the ED to evaluate patients on observation resulting in improved throughput, patient satisfaction, as well as cost savings for the hospital. 

APOD 3.0: Using Technology to Improve Offload Delay
Pamela Allen, Director, Emergency Department, Redlands Hospital

In 2015, AB 1223 was passed to address this issue and guidelines were developed to assist hospitals and LEMSAs in APOD quality performance improvement. Learn how one hospital is utilizing technology to decrease ambulance patient offload delays.

Managing Workplace Fatigue in the ED  
Todd Langus, PsyD, Langus, Pike & Associates

“I’m doing fine,” are words often heard from ED personnel. Managing in a crisis environment is standard business for ED staff. Over time, however, this type of ongoing stress can be draining and will take a toll on the individual’s health and wellness. Dr. Langus will help you identify the symptoms of workplace fatigue and make changes to preserve personal health while continuing to provide optimum patient care.

Behavioral Health Care Symposium is Dec. 4-5.
Monday’s agenda is devoted to behavioral health care policy, current issues and updates. Tuesday’s agenda will focus on behavioral issues in EDs.

Emergency Services Forum is Dec. 6.
Wednesday’s program is focused solely on emergency services issues and solutions.

A confirmation will be sent to all registrants. On-site registrations and any unpaid registrations may be subject to an additional 10% fee.

Cancellation Policy/Late Payment

A $75 non-refundable processing fee will be retained for each cancellation. Cancellations must be made in writing seven or more days prior to the scheduled event and emailed to No refunds will be made after these dates. Substitutions are encouraged. In the unlikely event that the program is cancelled, refunds will be issued to paid registrants within 30 days.

Continuing Education

Full attendance at each day’s educational sessions is a prerequisite for receiving continuing education. Attendees must sign in each day and include their professional license number if required. CE certificates will be emailed after the event.

Behavioral/Social Work — The Emergency Services Forum meets the qualifications for 6.75 hours of continuing education credit for LMFTs and LCSWs as required by the California Board of Behavioral Sciences. CHA is approved by the California Association of Marriage and Family Therapists to sponsor continuing education for LMFTs and LCSWs. Provider approval number 128427. CHA maintains responsibility for this program/course and its content.

At the conclusion of each day, participants will be able to:

Behavioral Health Care Symposium, Day 1:

  • Identify behavioral health conditions in patients that could be successfully treated with the use of virtual reality as a supplemental tool. 
  • Identify early signs of mental illness.
  • Describe the grievance process and list the resources available through The Department of Manage Health Care to assist during the appeal process.
  • Describe how current uses of technology are used to treat patients with behavioral health needs.
  • Explain the processes a family must endure when seeking treatment for an adult child with behavioral health issues.

Behavioral Health Care Symposium, Day 2:

  • Describe how leaders can create change that impacts the delivery of health care.
  • Explain the approach Arrowhead Regional Center took when solving for their overcrowded emergency department.
  • Explain how heath care professionals can provide support for transgender patients suffering behavioral health needs.
  • Describe the new workplace violence prevention regulation and different techniques to use for implementation.
  • Describe the different methods to use when treating patients suffering from agitation.

Emergency Services Forum, Day 3:

  • Describe the benefits to patient care associated with using an emergency department information exchange system.
  • Explain the Whole Person Care pilot and provide an example of how a health information exchange could be used between different health care delivery services.
  • Explain the process one hospital in San Francisco implemented to improve patient management while reducing ambulance patient offload delay. (breakout)
  • Explain how ED utilization data is used it to improve patient care coordination. (breakout)
  • Explain CalACEP’s involvement in the ED overcrowding issues and the steps they are taking to improved patient care.
  • Describe the National Qualities Forum preliminary recommendations related to transitions of care and the impact on EDs.
  • Describe the benefits of a clinical decision area within the ED.
  • Explain how technology can decrease ambulance patient offload delays.
  • Identify the signs of work place fatigue and describe techniques to use to decrease stress to preserve personal health.
