An unsettling second opinion on health care

In Virginia, a federal district judge has ruled that a cornerstone provision of the new health care law is unconstitutional. This isn’t the first court battle over the law, and it won’t be the last.

It is, however, the first legal setback for the law, and it’s coming at a tough time for President Obama. Battered by the midterm elections, a recalcitrant Congress, and a string of policy disappointments abroad, the president is finding that his signature domestic achievement is now in play.
