Troubled doctor’s monitor had also been disciplined
Orange County Register - Courtney Perkes

The California Medical Board allowed an Anaheim ob-gyn who regained his license after the death of two newborns to be monitored by a doctor who had himself been disciplined for a patient’s death. Board rules require that doctors serve as monitors only if they have no record of disciplinary action. In this case, the board let Dr. Christopher C. Dotson of Los Angeles help oversee Dr. Andrew Rutland’s five years of probation.
