State rolls out stopgap health insurance plan

Trina de La Chapelle of Santa Rosa is thrilled to be among the first Californians covered by a new state health insurance plan for people with pre-existing conditions. “I’m so happy, you have no idea,” de La Chapelle said.

The coverage means she can get treatment for a painful shoulder and proceed with the adoption of a 9-year-old girl who has been in the foster care system.
