It’s time for Gov. Jerry Brown to unveil his all-cuts budget. Since he took office in January, the governor has been working to close a $26 billion gap through both cuts and tax extensions. So far, he’s managed to whittle out $10 billion in cuts. His plan to ask voters to approve $11 billion in tax extensions, however, has hit a Republican wall. It takes a two-thirds vote in the Legislature to put a tax measure on the ballot, and that means persuading at least four Republican lawmakers to agree. They haven’t — yet.
