Santa Clara County voters have three countywide ballot measures to weigh on Nov. 2. Their fate may hinge on how willing people are to cough up more of their household budgets in this down economy, no matter how worthy the cause may seem. A new parcel tax would help insure children in low-income families without health coverage. An increase in the vehicle registration fee would pay for road improvements.
