San Francisco health care experiment being watched nationwide

An effort to control costs and improve the quality of health care for about one-fourth of the enrollees covered by San Francisco’s cash-strapped city government may have national implications. Those covered are city employees, retirees and dependents. The effort is unrelated to the the city’s Healthy San Francisco initiative. A big success could boost similar pilots elsewhere, but a crash-and-burn would bolster those who think health care’s latest alphabet soup solution — so-called accountable care organizations or ACOs — is fated to join other failed attempts to make health care more efficient and affordable.
