Salinas hospital exec also got $1M severance

Documents show the head of a Salinas hospital district whose $3.9 million retirement package has come under fire also received a nearly $1 million severance payment. According to a hospital report, Salinas Valley Memorial Healthcare District CEO Samuel Downing was given just under $948,000 by the district’s board in 2008 even as he continued working at the hospital.
