Rule seeks to standardize student policies

HHS has released a proposed rule (PDF) on student health insurance policies available through colleges and universities. The rule aims to standardize health coverage provided by higher education institutions, as required by the Patient Protection and Affordable Care Act. Under the proposed rule, insurance companies would not be able to impose lifetime cost limits on health benefits; drop coverage when students fall ill or because of mistakes on applications; and deny or exclude coverage to students under age 19 because of a pre-existing health condition.
