Q&A: How California is ahead of the game on health exchanges

This past week, Gov. Arnold Schwarzenegger signed legislation confirming California’s position as the national leader on health care reform. California was the first state in the nation to pass legislation to develop a health benefit exchange to implement the federal law and now will be the first to create an exchange.

Janet Coffman, a professor at the Philip R. Lee Institute for Health Policy Studies and the Department of Family and Community Medicine at the University of California, San Francisco, addresses questions about a health benefits exchange and some of the reasons California is ahead of other states.
