Ever since January, when Massachusetts voted to send Republican Scott Brown to the Senate, the worthy effort to reform the nation’s broken health care system has been stuck on the one-yard line. Now, with the GOP mounting a unified goal-line stand, congressional Democrats are calling a pair of controversial procedural plays in a last-ditch bid to push the measure into the end zone.

The Senate tactic, known as “reconciliation,” is entirely within the rules. The tactic being considered in the House, known as “deem and pass,” merits a penalty flag.
