Opposing view: ‘An intelligent response’

The premise of the Senate’s excise tax proposal on higher-premium medical insurance plans is that it would reduce aggregate health care spending by exerting downward pressure on insurance premiums. This pressure is presumed to weed out inefficient health care spending and result in higher wages for the middle class. The problem with this argument, according to noted economists and the American Academy of Actuaries, is that premium prices are based largely on factors other than generosity of benefits or use of services.
