Most states plan to operate high-risk pools for uninsured

Twenty-nine states and the District of Columbia have agreed to operate temporary high-risk pools for the uninsured who have chronic health conditions. Another 19 states have declined to participate and so HHS will run the program in those states, the agency said. Two states—Kentucky and Utah—have not yet decided, but have requested program applications, the HHS said. Those applications are due at the end of this month. The high-risk pools are expected to be up and running as soon as July.
