A federal grand jury has issued a 20-count indictment charging five doctors and six others with conspiracy to commit health care fraud in Sacramento and the East Bay. The indictment alleges that from February 2006 through August 2008, the defendants opened health care clinics in Sacramento, Richmond and Carmichael that submitted more than $5 million in fraudulent claims to Medicare, the federal health care program for seniors.
