Insurance window opened for children with pre-existing conditions

Health insurance is never cheap. But for the next two weeks, parents of children with asthma, diabetes or other conditions that once blocked them from coverage are guaranteed policies with limits on what they have to pay.

The mandate to cover children younger than 19 is part of federal healthcare reform and kicked in last September. California state officials and healthcare advocates are trying to make sure parents know of a new state law that creates an open enrollment period designed to keep insurers from charging exorbitant rates.
