Hospitals still hope to delay rebuilding

Bay Area and other California hospitals are still scrambling to meet the state’s shifting seismic safety deadlines, while some prepare to push for further delays. At issue, the hospitals say, is the cost and complexity of meeting what they call the largest unfunded mandate ever imposed on businesses by the California Legislature. Depending on who’s counting, overall costs could total between $110 billion and $200 billion or more statewide, with the larger tally including financing charges.
