When Dwayne Burns went shopping for health insurance, he figured the prices would be high.

He is on three medications to control high cholesterol, anxiety and occasional muscle spasms – but he doesn’t have any life-threatening diseases. That’s why he was shocked when Blue Cross Blue Shield of Delaware rejected his request for coverage. “My cholesterol was border-line high. It wasn’t like it was off the chart,” said Burns, 46, of Townsend. “My doctor decided to put me on a cholesterol medication. If I had known the ramifications down the road, I wouldn’t have taken it.”
