GOP vote to repeal health reform an empty gesture

The new Republican majority in the House of Representatives had its first major victory on Wednesday, voting to repeal President Obama’s health care reforms. The victory is largely a stunt – no one expects the repeal to pass the Senate, much less earn the president’s signature.

But the gesture calls the Republicans’ governing strategy into question once again. This party needs to prove that it’s able to govern, not just reject.
