Federal health care laws for 2011 start to kick in

More elements of the federal health care overhaul start this year on the heels of several programs launched in 2010, although Republicans in Congress are planning a vote next week to repeal the entire package of reforms.

This year’s changes include requiring health plans to spend at least 80 percent of premiums on patient care or make rebates to consumers. Medicare recipients will benefit from drug discounts and free preventive care.
