A $10 billion deal to expand Medicaid coverage in California will help stem Los Angeles County’s soaring budget deficits in the Department of Health Services, but won’t completely solve the problem, officials said Tuesday.

The so-called Medicaid waiver, a five-year plan to prepare the state for upcoming federal health care reform, will provide billions for health programs that serve low-income families, seniors, the disabled and children.
