Exchange defunding bill “dead on arrival” in Senate: Harkin

The House of Representatives on Tuesday voted 283-183 for a bill that would repeal mandatory funding in the healthcare reform law for states to establish state health insurance exchanges. Introduced by House Energy and Commerce Chairman Fred Upton (R-Mich.) in late March, the bill would eliminate the funds to the HHS secretary to award grants to states to establish the exchanges and also would rescind any unobligated funds available under the provisions.
