County board looks for ways to boost employment with hospital project

With a price tag topping $175 million, the seismic upgrade of Ventura County Medical Center is considered one of the largest construction projects to be built in the county in years.

But county officials, unions and workers fear local businesses and workers could be locked out of the $100 million payroll. They’re concerned because the three general contractors that qualified to bid on the complex project are all large national entities based outside the county.
