A House panel on Tuesday examined ways to better care for—and account for—the 9 million Americans who are dually enrolled in Medicare and Medicaid, as annual government spending totals about $300 billion across both programs.

According to the Kaiser Commission on Medicaid and the Uninsured, dual eligibles comprised 15% of Medicaid enrollment in 2007, but accounted for 39%, or $121 billion, of Medicaid spending for medical services. Meanwhile, this population also accounted for more than a quarter of Medicare spending.
