The Moreno Valley man, who depends on Medi-Cal, said he couldn’t afford to divert that money toward medical copayments for his four recent clinic visits, as Gov. Jerry Brown has proposed. Brown wants Medi-Cal recipients like Dixon to pay a share of the medical expenses to help bridge California’s estimated $25.4 billion budget gap.
